CIDCO has rolled out a big opportunity for end-users and first-time buyers in Navi Mumbai. For the first time, the planning authority is selling 4,508 ready-to-move homes on a first-come, first-served (FCFS) basis instead of the usual lottery system.
These homes are spread across key Navi Mumbai nodes and are reserved for Economically Weaker Section (EWS) and Low Income Group (LIG) buyers under Pradhan Mantri Awas Yojana (PMAY).
Total homes: 4,508 ready-to-move tenements
Categories:
1,115 homes for EWS
3,393 homes for LIG
Location nodes:
Taloja
Dronagiri
Ghansoli
Kharghar
Kalamboli
Scheme Type: First-come, first-served. No lottery. Buyers choose the flat they want from the available inventory.
PMAY Benefit: EWS buyers can get an interest subsidy of up to ₹2.5 lakh under PMAY.
Possession: Immediate, after full payment and document verification, since all units are already constructed.

Most CIDCO schemes so far have followed a lottery format where you apply, wait, and hope your name is drawn. This time, the rules are much simpler:
No Lottery, Only FCFS: If your application is verified and you log in early to the selection window, you literally pick your preferred flat from the available list.
Homes are Already Built: These 4,508 units are part of existing CIDCO mass-housing projects. Construction risk is zero because the buildings are complete and occupied in parts.
Immediate Handover: Once you pay the full amount and your documents are cleared, CIDCO hands over possession. No waiting for OC or phased handovers.
For genuine end-users and first-time buyers, this removes two big pain points: uncertainty about allotment and worry about construction delays.
All units are in established Navi Mumbai nodes with existing social and transport infrastructure.
Taloja
Dronagiri
Ghansoli
Kharghar
Kalamboli
Within these nodes, inventory is scattered across multiple CIDCO housing complexes. For example, as per published breakdowns:
EWS Units (1,115 homes) are mainly in Taloja, with smaller clusters in Dronagiri, Kharghar and Kalamboli.
LIG Units (3,393 homes) are heavily concentrated in Taloja, with additional buildings in Kharghar, Kalamboli and a small pocket in Ghansoli.
Most of these projects are within reach of:
Suburban railway stations
Navi Mumbai Metro corridors
Major highways
The upcoming Navi Mumbai International Airport (NMIA)
So even though they are “affordable housing” units, they are not in remote locations.
CIDCO has not splashed a glossy brochure publicly yet, but the standard configuration for the current Navi Mumbai affordable housing schemes is:
EWS:
1 BHK, around 322 sq ft carpet
LIG:
1 BHK, approx 322 sq ft and 398 sq ft carpet
2 BHK, around 540 sq ft carpet
For this FCFS sale of 4,508 homes, unit sizes broadly follow the same template. Exact carpet area and layout for every specific building and flat number have been published on CIDCO’s dedicated FCFS portal, so a buyer can compare options before locking one in.
Instead of quoting a fixed “starting from ₹X lakh”, CIDCO has uploaded flat-wise pricing on the FCFS portal. Rates depend on:
Node and sector (Taloja vs Kharghar vs Ghansoli, etc.)
Building and floor
Carpet area
Media reports and broker videos suggest that many EWS and smaller LIG units fall in the low-to-mid twenties (in lakh) bracket, but the only reliable figure is what appears on CIDCO’s online system for the flat you pick.
If you are writing this as a blog for readers, it is safer to direct them to the official portal for current pricing rather than freezing any number in the article.
The scheme is specifically for buyers in the EWS and LIG categories under CIDCO’s 2025 housing framework and PMAY.
Recent CIDCO documentation and partner bank guides indicate the following typical income slabs for Navi Mumbai schemes:
EWS (Economically Weaker Section)
Annual household income up to about ₹6,00,000
Eligible for PMAY subsidy up to ₹2.5 lakh
LIG (Low Income Group)
Annual income band above ₹6,00,000, capped roughly in the ₹8–9 lakh range, depending on the specific CIDCO notification
Common conditions that usually apply:
Applicant must be at least 18 years old
Applicant (and immediate family) should not already own a Pucca house in the relevant area
Domicile requirement in Maharashtra or Mumbai Metropolitan Region as per CIDCO rules
The exact eligibility for this FCFS sale is mentioned in the latest brochure and on the FCFS portal, so anyone planning to apply should cross-check there or with their bank before proceeding.
The CIDCO Navi Mumbai Housing Scheme offers 4,508 affordable homes on a first-come, first-served basis to make homeownership accessible for low- and middle-income groups. The scheme includes well-planned 1BHK and 2BHK units across Navi Mumbai, developed under government-supported affordable housing initiatives to meet the region’s rising housing demand.
Any eligible homebuyer who meets the income and documentation requirements set by CIDCO can apply. The scheme is mainly targeted at the Economically Weaker Section (EWS) and Lower Income Group (LIG) categories, though some units may also be open to middle-income segments depending on the project guidelines.
Eligible buyers can avail of interest subsidies on their home loans under the Pradhan Mantri Awas Yojana (PMAY). This reduces the overall loan burden and lowers monthly EMIs, making homeownership more affordable—especially for first-time buyers falling under EWS, LIG, or MIG categories.
Navi Mumbai is one of the most planned and fast-growing urban hubs in the Mumbai Metropolitan Region (MMR). It offers excellent infrastructure, expanding metro connectivity, upcoming business districts, better traffic management, and relatively affordable property prices compared to Mumbai. These factors make it attractive for both end-users and long-term investors.
Applicants can register directly through the official CIDCO housing portal, where they can create an account, upload documents, select preferred units, and pay the required fees online. CIDCO typically provides detailed instructions, project brochures, and timelines on its website to help applicants complete the process smoothly.
